Effluent Export Pipeline Replacement Project CMAR | Incline Village, NV
The Incline Village General Improvement District (IVGID) Effluent Export Pipeline Replacement Project was a critical infrastructure initiative to replace aging sections of the high-pressure export pipeline that conveys treated effluent out of the Lake Tahoe Basin to a wetlands treatment facility in Douglas County, Nevada. In 2023, after IVGID encountered significant challenges with a prior inspection and testing firm, CME was brought on to support the construction of GMP 2 during the 2024 and 2025 construction seasons. The work included installing of approximately 9,500 linear feet of new pipeline, completing trench excavation and structural backfill, and performing tie-ins to the existing system.
Construction was performed under strict environmental and regulatory windows (with 24-hour operations from May through October) to comply with requirements set by the Tahoe Regional Planning Agency (TRPA), Nevada Department of Transportation (NDOT), and federal funding sources, including the State Revolving Fund (SRF) and U.S. Army Corps of Engineers. Despite environmental constraints and a limited grading season, GMP 2 was completed one year ahead of schedule. This milestone was achieved through efficient CMAR collaboration, disciplined schedule management, and proactive coordination among field crews, inspectors, and subcontractors.
The project was honored with a TRPA Best in Basin Award for Water Quality and Watershed Restoration.
